Taizhou has continuously strengthened its capability in scientific innovation through implementation of scientific-progress projects, achieving eminent performance in science and being appraised as the advanced city of China for scientific advancement.

Taizhou was shaped, primarily, by its hi-tech industries which include auto fittings, medicine, environment protection, and so on, and was successful in holding the National Fair of Scientific-Technological Achievements, Patented Technology and New Products 2004. By the end of 2004, there had come into being 20 new hi-tech enterprises at the national level, 135 new hi-tech enterprises of provincial enterprises, 30 provincial Institutes of Scientific Research on hi-tech enterprises, and 111 municipal Institutes of Scientific Research on hi-tech enterprises. The new hi-tech industrial park has taken shape, and has introduced a series of Institutes of Scientific Research at the national level.
Taizhou has a buoyant market in the technology trade. In 2004, 854 copies of technology trade contracts were recognized and registered in Taizhou, with a technology turnover of RMB 230 million. |

| By the end of 2004, there were 838 kindergartens, 794 primary schools, 221 junior high schools and 130 senior high schools (including normal and vocational senior high schools) in Taizhou. With 15-year compulsory education becoming universal, both the primary school attendance rate and graduation rate reached 100%; junior high school attendance rate reached 99.07% and graduation rate reached 99.86%, and the continuation rate of junior-high-school students into senior high school is 91.6%, above the |

| average level of Zhejiang. Higher education in Taizhou became further developed. There are 4 universities including Taizhou University, Taizhou Radio & TV University, Taizhou Polytechnic and Taizhou Scientific Polytechnic, with a current student enrollment of 15,371 students including 4943 graduates, 10,428 junior college students and 14,973 adult education students. The Community University of Taizhou has been set up and the project of Taizhou Higher Education Park has started. The Taizhou branch of Zhejiang University Graduate School and Taizhou Research Academy of Zhejiang University have officially settled in Taizhou. The cooperation agreement was signed between Taizhou and Tsinghua University to found a postdoctoral scientific development base and a postgraduate exercitation base. Striking performance was achieved in running schools by private organizations in Taizhou. The total investment devoted to private means in running the? schools reached RMB 1.133 billion, 1,592 educational institutions with 216,200 current students participating, included 101 educational institutes offering academic qualifications, 3 vocational schools run by people and 33 vocational-technical schools.
Its educational quality was being improved continuously. There are 43 key high schools at the provincial level including 10 provincially Grade-I high schools such as Taizhou High School, Linhai Huipu High School, Tiantai Yuying High School and Jiaojiang Sanmei High School which are the characteristic senior high schools. There are 16 provincial key vocational schools, including 11 provincially Grade-I vocational schools. |

Cultural undertakings have been developing rapidly in Taizhou over the years. In 2004, there were 1 art gallery, 9 cultural centers, 8 public libraries, 5 museums and 6276 cultural institutions run by local people with over 100,000 employees in Taizhou. Meanwhile, 10 public archives were created which contain 0.4246 million rolls of files, 73,300 books of treasured materials and 67,800 rolls of varied files for readers.

| Culture Construction in rural area developed well. There had been 33 towns which were given the title of ¡°Pearl of East Sea for Culture¡±. Taizhou creatively developed the construction of 500 basic level culture centers, and had planned to set up 1500 basic culture centers in 3 years. Currently 660 culture centers have been put into operation.
Harmonious development has been made in mass bodybuilding movements and sports. Taizhou is the only National Tennis Training Base in China. The 6 counties( cities, districts) Tiantai, Yuhuan, Wenling, Linhai, Jiaojiang and Huangyan were praised as ¡°National Sports Advanced Counties¡±,? By 2004 there were 1,223 medical institutions and 12,285 patient beds in Taizhou. With constant improvement of the community medical service network, 583 community medical service stations had been set up. The rate of adding toilets reached 68.7% in rural areas and the rate of running water added in rural areas reached 87.5%.

In 2004, the population birthrate of Taizhou reached 11.9¡ë and its population grew by 6.51¡ë. The average life expectancy of residents in rural and urban areas reached 75.9. Linhai was called the ¡°National Hygienic City¡±, Wenling and Taizhou was praised as the ¡°Hygienic City of Zhejiang¡±, Huangyan and Xianju were praised as ¡°Advanced Counties on Donating Blood Free¡±. Taizhou Hospital was praised as the ¡°National Advanced Unit of Hygienic circle¡±. Sixty-one other institutions were given the title of ¡°Advanced Hygienic of Provincial Level¡±.

| The movement to build up an ecological city was started up entirely. Taizhou set up 11 ecological demonstration villages and 11 ecological towns. By the end of 2003 Taizhou had totally built up 120 agro-ecological demonstration zones. In 2004, the gross business volume of its postal and telecom service totaled RMB 8.368 billion, a 41.8% increase over the previous year. The new landline users totaled 291,900 subscribers and the year-end urban-rural landline users amounted to 1.9832 million subscribers. The mobile telephone subscribers in Taizhou amounted to 2.8306 million, 25.8% higher than that of the previous year. The number of Internet subscribers reached 0.3903 million. Shuilong Village of Yuhuan and Fanglin Village of Luqiao were praised as ¡°Rural Informatization Demonstrating Villages¡±. |

| In 2002 Taizhou passed the acceptance check for civilized city of provincial level. It won the title of Civilized City of Zhejiang from the provincial CPC Committee and the provincial Government. Linhai, Wenling and Yuhuan were successively conferred the title of Civilized City of provincial level. |

Its annual paid old-age pension entitlements amounted to RMB 779 million, the number of its employees covered unemployment insurance was 346,400 and its annual paid unemployment compensation RMB 25.96 million. The social security of farmers who had lost land was given a full play and 49,300 land-lost farmers were covered by rural endowment insurance at the end of the |

The investment in social welfare was increased. There were a total of 158 social welfare institutions with 8,014 beds and 5,167 persons adopted. The lowest urban-rural living assurance covered totally 60,900 persons, and its lowest annual investment in living assurance amounted to RMB 49.47 million. |
